Commission votes to upgrade software

Morgan County commissioners voted to appropriate $150,000 in FY2015 to begin a software conversion in the central office at a regular meeting Tuesday.

The move was made after Commission Chairman Ray Long told commissioners the software currently being used is outdated.

“When I came on board the need for updated software was already being discussed,” Long said, “but the county was in a financial bind and didn’t have the money to buy it. My recommendation is that we budget $150,000 to start the conversion now and budget $150,000 next year to complete it.”

The commission acted on other matters as follows:

• Accepted a low bid of $4.40 per day from BI Incorporated to provide GPS and alcohol monitoring services for Morgan County Community Corrections and Court Services.

• Accepted a low bid of $2,589.17 from Paper and Chemical Supply Co. for janitorial supplies.

• Set a public hearing for Thur., Sept. 25, at 9 a.m. on the proposed fare change for the urban portion of the Morgan County Area Transportation System to begin Oct. 1.

• Set a 40-mph speed limit on Joe Lemmond Road in District 1 and 2.

• Reclassified the director of Parks and Recreation position from Grade 8 to 12 ($22.12-$28.88).

• Authorized the chairman to fill the position of director of parks and recreation.

• Declared five used sheriff’s department patrol cars as surplus and sell them on govdeals.com. Proceeds will be returned to the sheriff’s department fund.

• Approved excess sales tax claims for Tracy and Richard Leonard,  $1,479.16; Shelia Roden, $275.28; and Michael James Leonard, $3,489.13.

• Paid $450 to Rockford Map Publishers Inc. and $500 to the Hartselle Enquirer for advertisements from the tourism, recreation and convention fund.

• Paid bills totaling $5.9 million for August.

• Approved a certificate to subdivide and consolidate property for Mitchell W. Roberts, Daphine R. Roberts and Russell and Jane Reeder, Tanner Road, in District 3.

• Entered into an agreement with the Bank of New York Mellon Trust Co. to perform services providing an arbitrage rebate calculation on the Series 2014 general obligation warrants for 2014 to 2018 at an annual cost of $1,750 per year.

• Executed a business associate agreement with Decatur Morgan Hospital.

• Approved a 48-month lease agreement for $172.29 per month with Berney Office Solutions for a Xerox copier for the Morgan County Commission on Aging.

• Paid $16,111 to Volkert Inc. for program management services on the jail annex project.

• Paid $11,260.80 to the Alabama Department of Examiners of Public Accounts for auditing services for FY 2013.

• Paid $76,566 to the Alabama Department of Transportation for a county match on a road-resurfacing project.

• Paid $60,843.70 to Etech Construction for work on the West Park upgrade project.
