Commission approves change order on Danville Road project

Morgan County Commission approved a change order on the replacement of a flood-damaged drainage pipe on Danville Road at an adjourned meeting Thursday morning.

The change, which was recommended by Miller and Miller Contracting of Huntsville, involves replacing the culvert with pre-cast concrete bridge sections instead of a box-type culvert.

District 2 Commissioner Randy Vest said the change was prompted by the difficulty of relocating water, gas and phone lines because of rock formations.

“Encountering the rock has slowed work,” Vest said. “By using pre-cast sections the contractor can reduce the amount of time required to complete the job.”

Vest said Aug. 19, the first day of school for students is the target date for completing

the job.

Currently, the road is closed to traffic with Johnson Chapel Road being used a detour.

The Commission acted on other matters as follows:

•Authorized the chairman to execute an agreement between the Morgan County Area Transportation System and Pole John Paul II Catholic High School to provide transportation services beginning Aug. 1 and continuing through May 31, 2014.

•Authorized the chairman to extend the bid with North Alabama Chemical Company to provide janitorial supplies for the period of Oct. 1 through Sept. 30, 2014, using the same pricing, terms and conditions.

•Authorized the chairman to execute a memorandum of participation with CapRisk Consulting Group in an amount not to exceed $4,900 to conduct an actuarial study for Morgan County to be in compliance with GASB Statement 45.

•Authorized the chairman to execute a service agreement between the Morgan County Commission and the City of Decatur for the annual appropriation by the city to the Morgan County Emergency Management Agency for Oct. 1 through Sept. 30, 2014.

•Approved a settlement by Trident Insurance Services of the claim and suit of Elois Garth for a payment of $7,500 in exchange for a full and complete release.

•Authorized Amanda Scott, Morgan County Revenue Commissioner, to fill the vacant position of assessment clerk, Grade 2, $9.97 – $13.01 per hour.

•Authorized the chairman to apply for a 2013-20-14 Historical Records Advisory Board Grant for historical records preservation on behalf of Morgan County Archives.

•Authorized the chairman to take bids on desktop computers for all Morgan County offices.

•Accepted the right-of-way for a cul-de-sac at the end of McCleskey Drive in District 2.

•Authorized District 3 Commissioner Don Stisher to make a donation of $2,500 to the Town of Falkville, payable out of District 3 road and bridge funds.

•Authorized the chairman to enter into a contract for improvements to the grounds of the Morgan County Courthouse subsequent to a quote of $11,000 from All-American Sprinklers, Landscaping & Curbing.

•Authorized the chairman to enter into a contract for improvements to the grounds of the Environmental Services and Animal Control facilities in the Hartselle-Morgan County Industrial Park subsequent to a quote of $11,535 from E-Tech Inc.

•Approved payment of $7,500 to Trident Insurance Services as a deductible on a claim filed against the county by Elois Garth.

•Approved payment of $240 to Decatur-Morgan County Çhamber of Commerce for membership dues for Sue Baker Roan, Commissioner of Licenses.

•Approved payment of $1,331.78 to Underwood Associates for professional services on the ARRA sidewalk project.

•Approved payment of $1,880 to Terracon Consultants for professional services on the Brindlee Mountain ball park concession stand project.
