Commission closes fiscal year with positive results

A positive financial statement, which reflected revenues and expenditures for 2013-2014, was approved by Morgan County commissioners at an adjourned meeting Thursday morning.

The statement shows an excess of revenues and other sources at $773,411.16 under budget. The excess brings the reserve fund balance to $2.8 million.

Commission Chairman Ray Long said unanticipated revenue increases stemming from health insurance rebates, property taxes and mortgage deeds and taxes contributed to a positive fiscal year.

“We’re pleased with the financial progress we’ve made over the past three or four years,” Long said. “Our department heads and other employees deserve much of the credit. They have bought in on the concept of  ‘spending only what’s needed to do the job,’ and are doing a good job of staying within their budgets.”

In other business, the commission:

•Accepted a bid of $170,525 from Foam Applications Inc. for the re-roofing of the Morgan County Courthouse. The bid includes a 20-year warranty.

•Approved a resolution setting a maximum speed limit of 40 mph on Anders Road in Morgan County District 2.

•Approved an excess proceeds claim arising from the revenue commissioner’s tax sale as follows: William S. Garnett, $809.55.

•Authorized Kim Thurston, director of Community Corrections, to fill the position of data entry/customer service, grade 3 ($11.42-$14.85)

•Authorized the chairman to take applications until Dec. 31, 2014, for the unexpired term of Mark Byrd on the State Products Mart Authority Board, ending Oct. 16, 2016.

•Authorized the funding and payment from the reappraisal budget in the amount of $320.45 as allowed by law for the Professional Achievement Award for eligible recipients as follows: Mark Kisner, Heather Weeks, Amanda Scott, Linda Barnette, Chad Baswell and Josh Rains.

•Approved a certificate to subdivide and consolidate property in Morgan County for Gerald D. Jr. and Janet Y. Reynolds and the Oak Ridge Volunteer Fire Department Inc. on Simmons Road, District 2.

•Authorized the chairman to execute the contract with EPSCO Wise Staffing Group for temporary employees hired in the Morgan County Park and Recreation Department.

•Approved payment of $7,112.89 to Volkert Inc. for services related to bridge replacement projects on Kirby Bridge Road ($4,205.10) and Vaughn Bridge Road ($2,907.79).

•Approved payment of $75 to Alabama Recreation and Parks Association for membership dues for Sean Dailey, director of Morgan County Parks & Recreation, for 2015.

•Approved payment of $5,263.50 to Harris, Caddell & Shanks PC for professional services for Morgan County departments in November 2014.

•Approved payment of $50 to S.S. Nesbitt for a notary bond renewal for Jeff Chunn, Morgan County Coroner, effective Dec. 1, 2014, through Dec. 1, 2018.

•Approved payment of $200,000 to the Huntsville Industrial Development Board as the second payment for the Remington Project Development.

•Approved payment of $1,441 to Peck-Glasgow Agency for a surety bond renewal for Ana Franklin, Morgan County Sheriff, effective Jan. 17, 2015, through January 17, 2019.

•Approved Morgan County financial statements for Oct. 1, 2013, through Sept. 30, 2014.
