County eyes plan for sports facility

Morgan County Commission approved the hiring of an architect to draw plans for a 25-acre outdoor sports facility in Priceville at a rescheduled meeting Monday morning.

Chairman Ray Long was authorized to contract with Goodwyn, Mills and Cawood to provide professional services for the proposed development.

Long said he thinks the time has come for the county to provide a public firing range for gun and bow shooters.

“There has been a big upsurge in the number of people owning guns in recent months,” Long stated. “Shooting and archery sports have also become popular in many of our schools. We need a safe place for them to practice and hold competitive events.”
Commission members agreed there’s a need for a shooting range.

“It’s a going thing,” said District 1 Commissioner Jeff Clark. “I think it would benefit the county as a whole and have an appeal to shooters who live in other counties as well.” Long described the project as having three firing ranges, skeet range, archery range and a clubhouse on approximately 25 acres of land owned by the Town of Priceville. The land would be leased for $1.

The clubhouse would have a concession area, lounge area capable of seating 200 people and viewing stands. The estimated cost is $1.2 million.

Long said individual annual memberships would be sold and an admission charge would be made for use of the facility on a daily basis.

The commission acted on other matters as follows.

• Adopted a resolution for the acceptance of lowest bid from the lowest responsible bidder meeting specifications for a tractor and 6 foot cutter for District 2, submitted by Fredericks Outdoor, in the amount of $31,800.00.

• Authorized the chairman to enter into an agreement with Stericycle on behalf of Morgan County Animal Services for product services provided including 5 quart wall safe sharp containers for a monthly service fee of $12.16.

• Approved the payment to the Internal Revenue Service in the amount of $1,622.40 representing the PCORI fees per Title 26 CFR Subsection C, Section 46.4371-5 of the Internal Revenue Service Rules and Regulations.

•Approved certificate to subdivide properties located within Morgan County for the following: Donald W. and Erenestine Morro, Airport Road, District 4; Barry A. and Kathy L. Defoor and Ezekiel D. and Madison M. Walters, H Smith Road, District 3; Scott H. Woods, Wilson Mountain Road, District 3

• Approve the mileage reimbursement rate of 54 cents per mile effective for employees who travel in privately owned vehicles on official business in accordance with rates established by the State of Alabama Department of Finance.

• Authorized Morgan County to rescind contract awarded to Lee Helms Associates Inc. for assistance in revision of Hazard Mitigation Plan and authorizing EMA Director to advertise for bids or solicit a request for proposals or statement of qualification related to work funded by grant.

• Adopted a resolution recognizing the week of May 1 – 7 2016, Municipal Clerks Week and proclaiming Monday, May 9,  as Municipal Clerks Day in Morgan County and extend appreciation to all municipal clerks for dedication to the communities they represent.

• Adopt resolution proclaiming the Tues., May 17, 2016, Law Enforcement Officers Memorial Day in Morgan County, Alabama.

• Adopted a resolution authorizing the appropriate elected official/department head to fill the following positions: Administrative Assistant, Grade 4, ($12.65 – $16.51)-, Commission; Assessment Clerk, Grade 2, ($10.17 – $13.27), Revenue

• Authorized the chairman or his designee to negotiate with owner of property described as Parcel Number 09-09-31-0-000-023.000, 2.6 acres plus or minus adjoining District Four Shop, for purchase of such by Morgan County and to execute and deliver contracts and other documents that may be necessary, all subject to further approval by Morgan County Commission.

• Authorized the chairman to enter into an agreement with Southern Light LLC, for fiber optic installation for City of Decatur/Morgan County Jail and City of Decatur/Morgan County Courthouse.

• Authorized the chairman to enter into an updated EAP agreement with Eagle Consulting Counseling Division, for Morgan County departments.

• Adopted a resolution authorizing a change order for additional work incurred, including addition of three gates and additional posts, in the amount of $541.00 for the contract with Huntsville Fence Company for the fencing of Brindlee Mountain Parking Lot.

• Adopted a resolution declaring the following Sales Tax Department items as surplus and transfer to the Morgan County Sheriff’s Mechanic Shop: 2 Trunk Mount Dualband Radio; 3 Police Care Strobes; Police Car Sirens with Speaker; 4 Police Car Dash Lights; Police Car Deck Lights; 4 Police Car Grill Lights; Police Car Dash
